Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 166. Interstate Transportation in Aid of Racketeering.

This classification, established in 1961, covers investigations of gambling, proestitution, bribery, extortion and arson in which interstate transportation or travel play a part. These investigations are carried out pursuant to legislation codified in 18 USC 1952, which was passed to give the Federal Government additional means of acting against individuals with organized crime connections. A significant change in this classification took place in the late 1960s when it began to be used as the classification under which most investigations of prostitution were undertaken.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
